Short answer. HTTP/3 code is now in the Apache HTTP Server source tree. On October 30, 2026 Jean-Frederic Clere merged PR #888, mod_http3 from Google Summer of Code, into httpd trunk after the authors changed the copyright line. Five days later two contributors sent the first HTTP/3 pull requests against the trunk code. On November 4 Michiel Beijen sent eight: build, crash and shutdown fixes, an access-control fix, a pytest suite and a CI job. The same night Alexander Gerasimov of CodeIT sent three: a crash fix with two hang fixes, certificates from mod_ssl with SNI, and HTTP/3 in more than one process. Jean-Frederic Clere will review them. None of the eleven is merged yet. No Apache release has HTTP/3. To run HTTP/3 on Apache 2.4 today, install mod_http3 0.0.74 from the stable CodeIT repository.
This continues our mod_http3 0.0.74 article. Below: what was merged, what each pull request does, how the two sets fit together, one access-control gap that is also in the 0.0.74 packages and its workaround, other dev@ news (the httpd 2.4.70 vote), and how to install HTTP/3 for Apache.
Key facts, November 5, 2026
- Merged: PR #888, mod_http3 into
modules/http3/of httpd trunk, October 30, 2026, commit 926afa978. Jim Jagielski: “more w00t w00t goodness!” - First follow-up in trunk: PR #935 by Jean-Frederic Clere, November 4:
SSL_CTX_set_domain_flags()withSSL_DOMAIN_FLAG_MULTI_THREADfor faster OpenSSL QUIC. - Michiel Beijen: 8 PRs (#938 to #945), November 4. He found the problems while he added HTTP QUERY support to trunk.
- CodeIT: 3 PRs (#947, #948, #949), November 4-5. The same changes are in the CodeIT mod_http3 packages since 0.0.72 or earlier.
- Status: all 11 PRs are open. On the list, Jean-Frederic Clere wrote “I will work on them tomorrow”.
- Access control gap: trunk mod_http3 and CodeIT mod_http3 0.0.74 do not run the
post_read_requesthooks for HTTP/3 requests. #944 fixes trunk. A workaround is below. - httpd 2.4.70: the first release from git. The vote for 2.4.70-rc1 started November 3. It has no HTTP/3.
PR #888 is merged: mod_http3 is in httpd trunk
On October 29 Jean-Frederic Clere asked the [email protected] list to merge PR #888. The only question was the header line “Copyright (c) 2026 The mod_http3 Project Authors”. Tarek Ibrahim, the GSoC student, agreed to change it: “I’m just happy to be along for the ride and to contribute.” On October 30 Jean-Frederic Clere wrote “updated and merged, thanks every body” (thread).
So trunk now has modules/http3/: QUIC from OpenSSL, HTTP/3 framing from nghttp3, build with ./configure --enable-http3. 9 of the 77 commits in it are from CodeIT: httpd 2.4.x support, request header limits, QPACK dynamic table, the mod_ssl environment and more.
The first change on top came from the author. PR #935, merged November 4, calls SSL_CTX_set_domain_flags(ssl_ctx, SSL_DOMAIN_FLAG_MULTI_THREAD), which gave more speed in his tests. He also writes that he started to look at eBPF kernel filters to let more than one process serve the UDP socket. CodeIT mod_http3 0.0.74 already does that with an SK_REUSEPORT eBPF program.
Michiel Beijen: eight pull requests for fixes, tests and CI
On November 4 Michiel Beijen wrote to the list (“H3 fixes”). He tried to add HTTP QUERY to trunk, and the new HTTP/3 code got in his way. Jean-Frederic Clere asked him to send pull requests. He says he used Claude Code for the work. Jean-Frederic Clere answered: “I will work on them tomorrow, thanks”.
| PR | Change | Why it matters |
|---|---|---|
| #938 | Build against nghttp3 1.x: test nghttp3_conn_server_new_versioned(), fall back from nghttp3_conn_is_drained2() | Without it, --enable-http3 says “nghttp3 library is unusable”. Builds with nghttp3 1.8 in Debian 13. |
| #939 | Do not ask OpenSSL for the write state of a concluded stream | OpenSSL before 3.5.7 reads freed memory there. Children crashed on Ubuntu 26.04 (OpenSSL 3.5.5). |
| #940 | Own pool with a locked allocator for the module threads | The child pool is not thread-safe. Children crashed on stop, mostly with prefork. |
| #941 | SSL_SHUTDOWN_FLAG_NO_STREAM_FLUSH on rapid shutdown | A gone client never acknowledges data, so the child waited until it was killed (AH00046). |
| #942 | Send the final GOAWAY at once on stop | Idle connections no longer hold the child for the full grace period (AH00045). |
| #943 | pytest suite test/modules/http3 with curl --http3-only | The first HTTP/3 tests in the httpd tree: GET, HEAD, 404, 1 MB, vhosts, CGI POST. |
| #944 | Run ap_check_request_header() and ap_post_read_request() for HTTP/3 | Without it, SetEnvIf, RemoteIPHeader, StrictHostCheck and other early rules do not apply to HTTP/3. |
| #945 | CI job on Ubuntu 26.04 with an HTTP/3 curl | Every trunk change gets an HTTP/3 test run. |
Most changes are small: 5 to 90 lines each. #944 and #945 are stacked on the test suite in #943, and the CI job passes only when the first seven are in.
CodeIT: three pull requests from the mod_http3 packages
Late on November 4 Alexander Gerasimov of CodeIT wrote to the list (“HTTP/3 hotfixes and improvements”): some of his code is already in trunk, and he started with one PR of small fixes, then asked if he can continue with the bigger ones. He sent those as well, so the maintainers can see them. Each change is in the CodeIT packages since 0.0.72 or earlier.
| PR | Change | Why it matters |
|---|---|---|
| #947 | Three stability fixes: a mutex on the session allocator, pending handshakes advance while the child drains, a write-blocked stream is blocked again each time | Fixes a heap corruption crash with concurrent requests on one connection, a graceful restart that never ends, and a 100% CPU spin when a client keeps its window shut. 27 lines. |
| #948 | Certificate from mod_ssl and mod_md, selected by SNI; H3CertificatePath/H3CertificateKeyPath removed | One certificate configuration for HTTP/1.1, HTTP/2 and HTTP/3. A 0600 root key works. Each virtual host on a shared port shows its own certificate. |
| #949 | The parent binds the QUIC socket before the privilege drop; one SO_REUSEPORT socket per ListenCoresBucketsRatio bucket | HTTP/3 on port 443 without CAP_NET_BIND_SERVICE, the socket stays across graceful restarts, and more than one child serves HTTP/3. Stacked on #948. |
Tests on EL9 with httpd trunk, children as daemon, key 0600 root: 8 of 8 start/request/stop cycles return 200; with 16 cores and ListenCoresBucketsRatio 4, 16 of 16 requests return 200 over all four children, and again after a graceful restart. Connection-ID routing with eBPF (CodeIT 0.0.74), which keeps a migrating client in its child, is not in these PRs yet.
How the two sets fit together
The two contributors worked independently. Their PRs fix different problems and complete each other:
- Shutdown and restart. #941 and #942 end connections faster on stop. #947 makes sure a handshake that is in progress does not block the drain. Together, stop and graceful restart become reliable.
- Memory safety. #940 keeps the module threads off the child pool. #947 puts a mutex on the per-connection allocator. Both fix crashes from unsafe APR pools, at two different levels.
- Tests and CI. #943 and #945 give trunk its first HTTP/3 tests. Our PRs come with test results, but not yet with pytest cases. After the suite is in, we plan to add cases for SNI certificates and buckets.
- Same files. #940, #942, #947 and #948 all touch
h3_io.c. The second set to merge will need a rebase. We will do ours.
Access control gap: also in the CodeIT 0.0.74 packages
#944 found that mod_http3 sends an HTTP/3 request to ap_process_request() without the post_read_request step that HTTP/1.1 and HTTP/2 run. We checked the CodeIT mod_http3 0.0.74 code: it has the same gap. So over HTTP/3, server-level SetEnvIf and BrowserMatch, RemoteIPHeader, RequestHeader ... early and StrictHostCheck do not apply. An access rule like Require not env bad_bot can return 403 over HTTP/1.1 and 200 over HTTP/3. Rules in <Location>, <Directory> and Require ip with the real client address are not affected. Until a fixed package is out, move such rules into a <Location>, where SetEnvIf runs in a later phase that HTTP/3 requests also pass:
# Server-level SetEnvIf and RemoteIPHeader do not run for HTTP/3 requests in 0.0.74.
# Put the access rules in a <Location>, where they also run for HTTP/3:
<Location "/">
SetEnvIf User-Agent "^evilbot" bad_bot
<RequireAll>
Require all granted
Require not env bad_bot
</RequireAll>
</Location>If the site depends on RemoteIPHeader (behind a proxy or CDN), there is no workaround in the configuration: remove h3 from Protocols on that host until the fix. The next CodeIT mod_http3 release will take the #944 change.
Other news from [email protected]
- httpd 2.4.70-rc1. On November 3 Eric Covener called the release vote. It is the first httpd release made from git, not Subversion, with minimal new content. By November 4: +1 from Eric Covener, Arturo Bernal, Mario Brandt, Joe Orton, Jim Jagielski, Rainer Jung and Steffen, tested on Linux, macOS, Windows, Solaris and RHEL 7 to 10. When it is released, CodeIT will build httpd 2.4.70 for EL7-EL10 and Ubuntu.
- Fewer votes for backports with CI. Eric Covener proposed that a 2.4.x backport with passing or explained CI needs one +1 less. The discussion “reconsider 3 reviews for RTC” goes on. This can bring trunk changes, and later HTTP/3, to 2.4.x faster.
- mod_fcgid into httpd. Jamal Tantaoui proposed to move mod_fcgid into the httpd tree (PR #925).
- A new logo. Rich Bowen proposed a replacement for the httpd logo.
What it means for Apache users
- HTTP/3 is an Apache project matter now. Bugs are fixed with pull requests against trunk, reviewed by httpd committers, with tests in CI.
- More people work on it. In one week the module got fixes from three people outside GSoC. More users find more bugs.
- Still trunk only. No date is known for HTTP/3 in a 2.4.x release. Do not build trunk for production.
- Packages are the way today. The CodeIT mod_http3 packages have the fixes of #947, #948 and #949 since 0.0.72, plus ngtcp2, 0-RTT and eBPF routing. We will take the trunk fixes that apply to the packages.

Frequently asked questions
Is mod_http3 merged into Apache httpd?
Yes, into trunk. Jean-Frederic Clere merged PR #888 on October 30, 2026. Trunk is the development line; no Apache release, including 2.4.70, contains HTTP/3 yet.
Which HTTP/3 pull requests were sent after the merge?
On November 4, 2026 Michiel Beijen sent eight (PRs #938-#945: nghttp3 1.x build, two crash fixes, two shutdown fixes, post_read_request hooks, a pytest suite and a CI job). On November 4-5 Alexander Gerasimov of CodeIT sent three (PRs #947-#949: allocator race, drain and spin fixes; certificates from mod_ssl by SNI; parent-bound socket with one SO_REUSEPORT socket per bucket).
Are these pull requests merged?
Not as of November 5, 2026. Jean-Frederic Clere said on [email protected] that he will review them. Only PR #935, his own OpenSSL QUIC thread flag change, is merged.
Does the post_read_request problem affect the CodeIT mod_http3 packages?
Yes, mod_http3 0.0.74 has the same gap: server-level SetEnvIf, RemoteIPHeader and StrictHostCheck do not apply to HTTP/3 requests. Move SetEnvIf rules into a <Location>, or do not enable h3 on hosts that need RemoteIPHeader. The next CodeIT release will include the fix.
Is httpd 2.4.70 getting HTTP/3?
No. httpd 2.4.70 is the first release built from git and has minimal new content. HTTP/3 is in trunk only; a 2.4.x backport needs a separate proposal and vote.
How do I get HTTP/3 on Apache 2.4 today?
Install mod_http3 0.0.74 and httpd 2.4.69 from the CodeIT repository: curl -fsSL https://repo.codeit.guru/setup | sudo sh, then install httpd mod_ssl mod_http2 mod_http3 (EL) or apache2 libapache2-mod-http3 (Ubuntu), add Protocols h3 h2 http/1.1 to the SSL virtual host and open UDP 443.
How is CodeIT mod_http3 different from trunk mod_http3?
It is a fork of the same GSoC module. It uses ngtcp2 with OpenSSL 4.0 for QUIC, supports 0-RTT, takes certificates from mod_ssl and mod_md, serves HTTP/3 from several processes with eBPF connection-ID routing, and runs on CentOS 7 to EL10 and Ubuntu 22.04/24.04.
